To whom it may concern,

My account is permanently blocked. I had problem for complete the payment in the first account (I faced a problem which said my information is not valid). So, I made another account with another email address but the same information. Suddenly, eBay blocked both accounts and I received a message that said I will not be able to buy stuff from eBay anymore.  Now, how can I solve this problem?

You are registered in Germany so will have to log out of this UK site and log back intom your country's site www.ebay.de 

When you receive restriction on your account,  no point opening another,  as the same restriction will follow.  You cannot evade a restriction that way.

We have no access to your account or emails so cannot see the restriction you received.  if it is a timed  one just wait for this to lapse,  if it says indefinite or permanent ,  then that is a lifetime ban,  I'm afraid it does sound like you received that here.
