Bidding Increments

I placed a maximim bid of £23 on the item. Just before it ended, another bidder placed a bid of £23.07, and they won ?  It shows in the guide that the increments , if the price is over £15, are in £1 stages. How did a bid 7p higher get accepted ?

Click on where it says number of bids on the listing to see the bidding history.   It sounds like the winning bidder had bid their max amount earlier.
