Bid cancelled

How come someone can bid on am item and then 10 hours later cancel it because they "entered the wrong amount"...10 hours later they thought that, not straight away. In the meantime they now now how much the next bidder has gone up to. I didn't think you could cancel bids without requesting it from the seller?

Well that doesn't work does it, that doesn't apply in my case. How do I complain to eBay? None of the options cover my issue
