I submitted a best offer and it was ignored (48hrs). I made another offer but this time before the 48hr time limit I got Notification "You bought this item".

No message just the notification (bell icon top right).

Am I right in assuming the offer was accepted?

Yes, a seller can set best offer rules so that if an offer is below xx amount it is automatically declined and if it meets or is above xx amount it is automatically accepted.

Yes.  The item should now be in your purchase history awaiting payment just like any other won item.

If its sitting in your my ebay under purchases and order details awaiting payment,then yes you bought it.

A seller can accept,decline or ignore offers.As for the bell notification,its unreliable.
