Paid for never sent or received yet ebay say no case

eBay will only say ' no case' if the seller has a valid tracking number which has shown delivery to your address.

Or,  you opened a case,  and did not escalate,  and the case timed out and closed.

Which of the above happened here?

I have a screen shop of ebay own post/track/delivered page and it still say preparing order

If not open a case for item not received ,  and escalate on day 4,   if not refunded beforehand.
