Being blackmailed by a crook

I ordered and paid for an item. I received a tracking number almost imidiatly but after 18 days the item had not even been dispatched. I complained and posted a poor review

The seller has sent a number of abusive emails and was clearly attempting to provoke an argument

He has now said that if I post a positive review he will refund my money .... this is clearly blackmail

Not wanting to get into a big fight and only wanting to take the easy route I posted a neutral review and bland comment 7 days have passed and no refund.

What do I do .... do eBay offers a resolution service or do I just write the money off and move on

So you allowed yourself to be blackmailed ? You have upgraded the feedback to neutral but made no mention that he didn't send the item.  Instead you said he has reasonable prices ?

Why does your feedback have absolutely nothing to do with your complaint ?  Feedback is supposed to help other buyers, not mislead them into thinking he's a good seller.  It also makes it look like you received the item.

Yes, ebay offers a resolution service.  Read the money back guarantee..

do eBay offers a resolution service

Yes they do. That's what the resolution centre is for! There is a link to it at the bottom of every page.

If the item is beyond it's latest estimated delivery date go there and open a case under eBay's money back guarantee: http://resolutioncentre.ebay.co.uk/

A case must be opened within 30 days after the latest estimated delivery date. If still unresolved after 8 days the option will appear to escalate it for eBay to step in. Be sure to do this, and don't agree to close the case before you have your refund.

NEVER leave positive feedback on the promise of some action, because it won't happen.
