If you are having problems it may be the device you are using.

  If using the ebay app, I'm not sure if that function is available on that quite useles app,  so you would need to use a laptop / PC / browser,  and not IE either,   that is not compatble anymore.  Use Chrome or Firefox both eBay friendly.

As a new seller, be aware that eBay and/or PayPal make payment holds ... Check the payment status messages in your PayPal account ... Paid/Pending/Held/OK/Safe to send  etc. to the address given in PayPal.   You cannot expect buyers to wait until payment is released. 

All new, returning and occasional sellers are liable to an eBay or PayPal 21 day hold on payments ... entering tracking details into the transaction at despatch is said to release funds within 3 > 7 days on confirmed delivery, otherwise you may need to wait for the payment ... see >

to transfer funds from your paypal account you need to log into paypal

You can Transfer Money from PayPal to your Bank. Log into your PayPal Account.

What balance, what account?

If you have a Credit Balance on your Ebay Account then you have to ask ebay to transfer it to Paypal. Once in Paypal you can withdraw it in the usual way.
