Accepting an offer

Hi, I accepted an offer from a seller at the price of 17.50 (not including postage) But when I go to checkout the price says 21.00 (not including postage) first time this has happened so I'm confused, anyone had similar experience?

There could be 2 reasons,

Was P&P £3.50, if so that is payable on top of sold price, all offers are for item only.

If seller non UK, 20% VAT is added.
