Preferably using a desktop brtowser not a mobile browser or app go right of the item sold, to More Actions >> Cancel this Order >> Buyer requests to Cancel, if the buyer has paid it refunds them and your seller fee.
If they have not paid the buyer has to accept this cancellation, if they ignore it, you have to wait 10 days to close it yourself, to get your fees back and to relist.
Or, if they have not paid within 4 days, you can now cancel that order stating buyer has not paid, and your seller fee will be refunded, the item will be relisted unless you choose it not to relist. Buyer gets a strike on their account.

Have they paid?
If they have paid you should cancel and refund.
If they have not paid wait 4 days and on day 5 cancel the sale using reason "Buyer has not paid", they get an unpaid strike and CANNOT leave any feedback.
