3rd phone, 3rd problem!!!

For the third time in a month, I win a Phone, the first one never exsisted, got money back, second one paid for but turns out I will not get that one as the negitive feedback is flying in from others who won items on the same site. Now the third one, who has listed the phone as posted, is asking me to cancel the order because paypal are holding my money I paid him, for 21 days. Ebay will not let me do this as it is already posted, but I now know it is not on it's way!!! Is this just my bad luck, or is this happening to many others? I just wish I could contact Ebay directly to speak to someone about this. I have over £600 in other peoples accounts and not sure if I will see a phone or get all my money back.....HELP.

And just what do Ebay do about these scammers????
