am i ablidged to ship to a 3rd party shipping company.
i listed my items with restrictions to certain countries, a buyer bidded from one of them countries.
they want me to ship to a 3rd party in my country(england).
can they leave me negative feedback if i cancel order?
You can cancel using "Something wrong with buyer's address". It is possible to leave f/b after cancellation but not by the usual route and most buyers won't know how to do it.

I don't see why you can't post item, not unusual to send to shipping agents,
as long as this is address supplied by ebay & you send tracked, same as posting to buyers home address.
If there is an issue & buyer opens case, you only have to supply returns label from UK address.
What is the problem, tracked delivery to the address provided is all you need, any problem from that point on is between the buye and the shipper. Buyer could still open a Not As described case, but would have topay the return tracked postage.
Over the years I have sold to many overseas buyers this way, the buyers are no worse than buyers in the UK in many cases they can be better. No worse than selling to BFPO addresses, one of my purchases when I looked into the address was Our Embassy in Washington.
