2nd chance offer

Hello a buyer cancelled a purchase and I'm looking to figure out how to do 2bd chance offer to the runner up bidder. I can't find a way to do this though. I've relisted the item in hopes I could contact the 2nd place bidder but can't find a way to do it. 

Looked on Google but it says to go onto the listing and select more options but I can't find anything that mentions offering to another bidder

You have to deal with the original transaction first.  If you've agreed to cancel go to actions on the right the item on your sold list > Cancel order.   When that has completed go back to the actions menu and use the Second Chance Offer link.   You  may not be able to do that if you've already relisted.
