I bought an item using the buy-it-now option. The seller told me it should not have been listed and that eBay had my £300. I have since been told that the 21-day time allowed for settlement had expired and the case is now closed despite my asking for a refund after 2 or 3 days. It seems as though eBay wants to use a win, win

system in its dealing.

open a not received case with PayPal or approach your payment provider.

When you open an 'Item not received' dispute, under eBay's Money Back Guarantee, you have to physically escalate to eBay after 3 business days if the seller fails to resolve.  Did you do that?  If not then the dispute automatically times out after 21 days and, as already advised, you will need to turn to your payment provider (PayPal or Card issuer) for help.
