As a seller my buyer can leave positive neutral or negative feedback but if buyer fails to pay or cancels with the usual excuse bid by accident made a mistake on biding ect the seller is forced into only giving positive feedback this is a unfair policy reason why so many buyers are flaunting the system as ebay has in place a policy for every thing else why do they not make it known how many times a buyer does this so much for if you bid you are entering into a contract to buy

Leaving bad feedback for buyers stopped many moons ago as it became a ' tit for tat' scenario, and even left some sellers using ' blackmail' technique to insist buyers leave good feedback before processing a transaction.
If a buyer doesn't pay the best way no warn others and to punish that buyer is to cancel the order after 4 days citing buyer has not paid. This gives them a strike on their account, if they gain another, they would not be able to buy from the majority of sellers for a full 12 months.
This is far better to stop these non payers, than the leaving of any ' warning' feedback as that could never be read in time if you were listing Buy it Now items.
