I bought an item from the US on 16th JUNE....the estimated arrival is 23rd June to 2nd July....
am I right in thinking I can open a case for non receipt 30 days after the 2nd July....or is that not correct and its 30 days after payment?
can someone confirm

I also would like to know....IF i open a case how many days after opening it do you get to escalate it...I think it used to be 20 but things change all the time on here.

You can open a case up to 30 calendar days after the later estimated delivery date (in your case 30 days after 2nd July). Here's a link to the Help&Support page: https://www.ebay.co.uk/help/buying/returns-refunds/reporting-item-didnt-receive?id=4042
If you open a case but the seller doesn't respond you can escalate three business days after the case is opened. Note that that's business days (Monday to Friday) and NOT calendar days.

thank you for that... does the case still stay open for 20 days if I don't escalate after 3 days?

adding to the advice already given -
If you paid by PayPal they give you 180 days to open a not received case.

The answer is on the page to which I provided a link, @mandrake_pie - under the heading "Ask eBay to step in and help". You really can't miss it, but to save you the bother of looking here's what it actually says:
If the seller hasn't responded, or hasn't provided a resolution after 3 business days, you can ask us to step in. You have up to 21 business days from when you opened the original request.
