As you are a new seller your payout may be held longer, up to 30 days, this is general practise for new sellers.
eBay have none of your selling history so wish to see the first few items delivered to the buyers.
If this was not in place, anyone could come on eBay, sell expensive items, take the money and not send out the item.
Once you've proved you're a good eBayer sending items promptly and tracking showing delivery payouts will be released 2 days after that delivery date. With no tracking payouts are held for 14 days.
