What can you do if a seller no longer communicates and the estimated delivery date keeps getting further away. The seller has lots of recent negative feedback relating to non communication or delivery of a Dewalt drill and for other buyers, another item. This despite the seller supposedly being one of ebays most trusted seller.
There seems to be no way that you can alert ebay to a problem seller until you pass the estimated delivery date, which is more than a month now. This may be the last time I use ebay for a seller I cant personally verify, Amazon would (in my experience) put this right quickly.
My cancellation was refused, this despite a deivery date a month away and no reply to 3 messages.
And my negative feedback was removed, but theres still plenty there!

When you say that the original confirmation stated Monday 21st October - Monday 28th October but now states Thursday 31st October - Thursday 7th November were you referring to the listing or your actual purchase order? If it's the listing you're referring to that's nothing unusual - the estimated date of delivery will keep on changing on a live advert so that it gives potential buyers an idea as to when they can expect to receive their item should they go ahead and place an order.
If I've understood you correctly and you're saying that the estimated date of delivery on your purchase confirmation has changed, thus preventing you from being able to open an Item Not Received case, then I would suggest that you contact eBay Customer Services using this link https://www.ebay.co.uk/help/eua?id=5275&mkevt=1&mkpid and clicking on the blue Have Us Call You button at the bottom of the screen. The lines are open between 8:00am and 10:00pm from Monday to Friday and between 9:00am and 6:00pm on Saturday and Sunday. However, your best bet is to contact eBay Customer Services early on in the morning, as that way you are more likely to get an eBay representative from Ireland, rather than somebody from the Philippines whose command of the English language may leave something to be desired.
Once you have explained the situation to an eBay representative and have emphasised that you cannot open an eBay case as a result of this problem, the eBay representative may well open an Item Not Received case on your behalf. In the event that this is the outcome of the call try to resolve the matter with the seller via the case to start with. Not all cases result in the buyer having to ask eBay to get invovled in order to resolve the matter.
In the event that you cannot reach an agreement with the seller via the case, or if the seller completely refuses to respond, then escalate the matter to eBay four days after the date on which the case was opened. If you do that then eBay will force a total refund of the money that you paid to the seller for the item that you wanted to buy.

The delivery date cannot change once you have purchased the item.
Look in your purchase history, what is the actual delivery date there?

As already advised the estimated delivery date cannot change once you have placed the order. You need to look at the order details in your purchase history or at the order confirmation email that you will have received, and not at the original listing.
Once the estimated delivery date shown in the order details has passed you will be able to open an 'Item not received' dispute by selecting 'More options' from the order details page and then 'My item hasn't arrived'.

The best thing you can do is to keep trying to open an Item not Received dispute. If it tells you you can't open one yet try again a couple of days later and keep trying until you can.

Hi I bought this product about a month ago. It was great.
So I have returned to the seller to by another. (Buy again option from my previous orders)
But now the seller is now saying this product does not come with parts the previous did!
And he is charging the same price.
The parts missing are the sides.
So gazebo is really no good with out the sides and thatm want me to keep the gazebo. So I would like my money back thank you

Did you read through the listing to see if the gazebo was the same as the previous one? Sellers are allowed to revise or edit their listings if they wish. The onus really is on the buyer to read what items come with and what they don't.
Having said that, if the listing said the gazebo comes with sides, and did not have them on receipt you have a case for Item Not as described. You should open a return citing "Does not match the listing" The seller will send you a return label and you will be refunded on return.
