I bought some electronic components that were out of spec so asked for a return. Fake components are common on here. Ebay said that the seller was sending a return label but I didn't see it so I contacted the seller who then told me they had sent me a prepaid envelope. How normal is this and is it within ebay's rules? I'm concerned that it won't be tracked like an ebay label so I won't have proof that it has been returned?

Have you opened an Item Not as Described Case? If not, please do so now. Yes, you are correct - the Seller will send you a tracked return label within this Case. Escalate to eBay on day 4 if they do not do this or if they try to have you return a different way. Best not to close the Case until you have your refund.

I've opened an item defective case. The seller is sending me a return envelope in the post instead of the usual label you get from ebay. One thing I'm concerned about is that they might be buying time or are they just trying to save money by doing it this way?

Unless they have sent you the means to return them tracked you will have no way of getting ebay to help if the refund is not forthcoming as you won't be able to prove the items were returned.
They might be trying to save money but it will be you that loses out.

Tacking is one thing I'm concerned about. The other is how long do I wait for the return envelope to turn up?

You don't wait, you escalate to ebay when you can. You need a label through the case.

On day 4 , and cases are timed to the second exactly 3 x 24 hours have to pass, if there is no refund or no return label, through the case details, escalate the case, ask eBay to step in and they'll force the refund, and you may not need to send the item back first.
