I've bought a hat off a seller on boxing day, has not arrived, they're saying Royal Mail will not deliver as the postage was insufficient, the seller says it is my responsibility to contact ebay as they payed what ebay asked for.

If the hat has passed the delivery dates quoted on the listing open a Not Received case from your purchased page.
Escalate it after 3 full days to get your money back.
I assume the parcel must be stuck in the RM depot and will be until someone pays the excess.
This is the seller's responsibility, not yours. They can pay it online if they wished.
If you pay it you won't get your money back from the seller.

It will be no good contacting ebay, the seller is responsible as I said.
You have done the right thing opening a case, don't forget to escalate as soon as ebay allows.

I think most people would, but you always get one don't you? Make sure to leave appropriate feedback for this seller when the transaction is over.
