Who is saying it's been delivered?

The seller has to have proof , and not just to say it's delivered,  and that proof is,  tracking showing delivery.

Has the tracking shown delivery, can you see this proof on courier's website ?

If you have purchased from a Private eBay Seller & paid Buyers Fees contact eBay to let you know you have not received the item.

or if you have purchased off a Business eBay Seller, contact the Seller to inform them (if you get no help contact eBay Customer Services).

Following on from @tressygirl check not just Proof of Delivery but delivery details.

What postcode it was delivered to?

Who signed for it?

and/or Where was it left?

I and other Buyers have occasionally experienced Sellers giving 'Tracking' numbers that are not for our address. If this happens contact eBay for help.

Paying the buyer protection fee is nothing to do with protection for missing or not as described  items.  That's all down to the entirely separate money back guarantee.
