Yes, everyone who has bought any item from a private seller in the UK since the buyer protection fees were introduced (several months ago) have paid the fee.
I'm assuming the vat is just the breakdown amount shown for a Simple Delivery postage cost (even though it doesn't seem like it).
None of this has ever been made clear to buyers, as far as I'm aware. But that's what eBay have changed/implemented.
