As you know, currently there is no other way to verify age other just with a credit card.
For this reason, we need to ask eBay to change something here.
The best I can think of is, write a complaint.

Then you will be redirected to Contact Us. Then it will be a live chat with a bot and ask to write a complaint. Then the bot will suggest that the support team call you in a few minutes. Please accept and confirm your phone number. When they ring, just explain that all you want to do is write a complaint. And a person will ask to send your message. Say that this is not acceptable, that is only one form of age verification, and explain why, explain that not everyone has a credit card, for example, s student or a card never used and expired, or any other reason why a credit card is not available. Please add more weight on top.
If you know another form of age verification that eBay could use, suggest it at the same time, please.
