I have tried twice now to make offers on items in the USA. On both occasions I used one of the pre arranged offer amounts in the offer popup. On both occasions I received a red banner (attached photo) stating that the item cannot be sent to the UK despite the fact that the seller had GSP international shipping costs listed.
Both times I have tried just hitting the Buy It Now button and both times it has gone straight to checkout so I cannot make an offer but I can buy it. What on earth is happening? Why won't you let me make an offer despite the fact that the option is there?

Your post says 'Why won't you let me make an offer...' but you've reached other Buyers just like yourself. If you read these boards you will know that a lot of people are experiencing difficulties selling to the USA. It looks like those difficulties travel both ways across the pond! Please message your Seller to ask for help as a first step.
Also you say items plural. Are you trying to multi-buy from the same Seller? If so, let them know in your message. It may be that relisting a bundle for you will solve multiple issues (e.g. getting past GSP glitch, combining postage). Good luck with your buying!

I have tried several sellers that have listed the item I'm wishing to buy. I have messaged them all, I either get replies telling me that they can't do anything about it, or I just don't get replies at all. I am made to feel like I'm pestering them.

Okay, you might have a quicker solution if you ask this on the eBay USA boards. I say this because a quick search of USA shows this is a common issue in certain Categories due to restrictions on what can be sent to the UK from USA. Categories with restrictions include, but are not limited to:
Dolls & Bears, Home & Garden, Pottery & Glass, and Collectibles
Or you can come back to us with more details. Item numbers would be quickest as they would show Category, price, and postage carrier.

Thank you. To be honest, and this is going to sound silly, I didn't know countries had their own forums.
When I originally googled for some clarity on the problem I'm having, only one UK post on the UK eBay forum came up.
But I definitely will take a look on the US forums.
My own way round it has been to use a service where they ship to someone in the States then that person posts it to here.

Wasn't it a problem with the Trump Tariffs for a while? No one knew what percentage, what tax etc had to be put on what items ... but presumably only new items?
I don't know if it got fix ... have you tried asking sellers if they'll send something using a non-Ebay shipping service?
