I tried to submit a best offer for something. Once I send the offer, my bank's banner pops up averting me of scams. It provides an OTP to my phone, which I provide (as if ensuring that the money is available in my account and therefore an automatic purchase would take place if the seller agrees). But nothing happens, no offer is effected and the seller receives nothing from me. What is going on please?

It's a known glitch, no doubt connected to ebay's new Simple Delivery. You could contact the seller via the listing and if you can both agree a price they could revise their listing for you to buy.

This has been an annoying technical issue for many days now, you are not alone.
We await any news here, from eBay, that the matter is being worked on, but so far..... de nada! 😐

I actually already did as you suggested. However, some sellers don't respond to messages with offers because they probably think to themselves "why doesn't the buyer just make an offer in the normal way? He's not serious." Also they don't necessarily get notifications of messages while they probably do receive notifications of offers. Furthermore, in the art of negotiation it doesn't look good to try lots of different avenues to contact the seller, indifference is a better angle. I'm amazed that a large multinational like Ebay haven't sorted this out.

I offered the same amount on another Ebay account and it went through. I put a note to the seller to explain that there is in fact only one bidder bidding from two different accounts - before the seller starts thinking they've got multiple bids. Pretty absurd that buyers must pick their way through these issues, especially in light of the fact that Ebay could be described as a tech company 🤔
