I suggest you read ebay announcements and latest update at top of the page in GREEN. Ebay's policies do not break any rules or guidance. It is up to buyers and sellers to decide whether it is worth the risk. No buyers and the sales would dry up naturally.
Not really any different to encouraging neighbours to do shopping for those stuck indoors. Ban that and people would just starve to death, they wouldn't need to catch the Virus.
