Making an offer might be informally emailing the seller and offering them a lower price.  Best Offer is ebay's official offer feature, makes it easier for the seller to agree.

Making an offer direct to seller without going through the Proper Procedure can give ebay the idea that an Off Ebay Sale is being made so AVOID this.

This sort of offer is frequently made by scammers, with a high offer that a gullible seller will fall for, then a fake payment is "made"  in the hope that seller will post without getting paid, so only make an offer where the seller lists with BEST OFFER.
