You are responsible. It's entirely your responsibility to keep yourself safe online, by using passwords which are not easily-guessed, by not telling anyone what your passwords are, and by not clicking on links in emails claiming to be from a myriad of well-know companies (these are known as spoof or phishing emails, and are sent out by criminal gangs in order to harvest passwords and other personal information). You should never, ever click on any link in an email, especially not to access your accounts.
After you've checked your computer or other device for viruses, and changed your passwords, do a web search for 'staying safe online' so that this can't happen to you again.
I assume you've already reported the hacking of your Ebay account to Ebay, but if not, go to the Help pages (top and foot of any page) and key 'hacked account' into the search box there and follow instructions.
