the seller used my ebay and paypal details and placed the order on my behalf on ikea. I bought the item from him and got it with ikea. I have the impression that he used my data illegally.

It sounds as if they were Drop Shipping

It is allowed if Ikea is their wholesale agent but if they are selling the items and then ordering them from Ikea and pass your details on then that is not allowed under GDPR

Not sure how they used your account details

They should not have been able to use your ebay or paypal account

You buy off them and pay them through paypal

There is information on GDPR under ICO  if you google it about passing on peoples details
