If you're still within 60 days of purchase, and you're not trying to leave a neg or neutral for a top-rated business seller (you have to wait 7 full days before you can do so), and you're not using the glitchy app, it might be a browser issue. Note that if you're using IE, it's no longer compatible with Ebay (or any other website). I use Firefox, others recommend Chrome or Edge.
If you're using the app, ditch it and use the desktop view instead.
