item came , not what i paid for, stating my item arrived, wrong item arrived,help

i ordered a kids  water mat , a set of colouring pens arrived, messages seller twice, no response, ebay shows my parcel was delivered to me, yes i did get parcel of pens, not what i ordered, this has happened to me twice in a few months,cant ebay step in and explain to the seller, time is running out for xmas orders and im house bound, im fuming.i cant see an option ,to explain i got sent someone elses order, when i paid by paypal ,ebay message above iten says thanks for ordering another item , i only ordered one item from this seller.

go to the Resolution Centre and open an item not as described case,

the item you received isn't the item you ordered, so it isn't as described.

Ebay can only get involved if you open a not as described case via the resolution centre.

You will probably have to return the item you have recevied (that will be the seller's decision) and then get a refund.
