if I change my payment card, can sellers still refund me for items paid for with the old one?
Where refunds go has absolutely nothing to do with sellers, or with Ebay or with PayPal. Refunds automatically go back to source. They cannot go anywhere else. If the card used for purchase is no longer valid when a refund is actioned, what will happen to the refund depends on factors you haven't disclosed, such as whether it's a debit or credit card, and whether or not the new card has been issued by the same provider, and whether or not the new card is linked to the same account as the old card. So your best bet is to contact the provider of the old card, and ask them.
Update.
A bit of research since my post.
This problem has apparently occured before.
PayPal it seems along with banks refund to source..So if your card was linked to a bank account the refund should end up there.
If it was a stand alone credit card then the refund would be added as a credit to your credit card balance.
It might be worth talking to PayPal about this.
