Two separate items ordered, needed two separate cases opened , to have those all important two separate tracking numbers to receive your full refunds.
I'm afraid little you can do now, if the seller is claiming only one item was received, as there is now only one tracking number to show delivery.
Were they expensive items? Worth a court case? If not , I'm afraid it looks like you've lost the refund on one tem, as you cannot prove its delivery.
