If you mean can you pay with a debit card, then yes - you pay using your card via Ebay checkout and PayPal. You don't need a PayPal account to do this. You'll then be protected by Ebay's Money Back Guarantee.

If you mean can you pay with bank transfer, then yes, if the seller accepts bank transfers. But you will have no buyer protection at all as this is the same as handing over cash.

If you want EBay and PayPal Buyer Protection you pay with your Bank Card through EBay Checkout. Select PayPal.

The only time you can use Cash is if you buy a Collection Only Item. You go and inspect the Item First. Then If you are satisfied all is well hand over the Cash. If not walk away and the Seller Cancels the Sale.

Not recommended, there is no buyer protection, and payment by bank transfer is the Payment method of choice for Scammers, who know that once they have the money there is no question of it being taken back and refunded.
