While buying something, Paypal blocked all my cards. And they do not answer phone or msg.

I was buying something ... and the amount was bigger than usual. (a computer)

Paypal, with whom i have nothing to do, apparently blocked my cards.

Ebay called me as requested to clarify this. And confirmed that Paypal blocked my cards.

Against all logic, (if Ebay uses Paypal as their payment department ... they should be dealling with it inside .... ) so Ebay asked me to call Paypal.

I have tried to call Paypal, they do not answer the phone, you cannot send a message ... i even opened an account with them to send them a messsage .... they do not answer to it neither.

And Ebay cannot communicate with them. 

And my cards are blocked on Ebay.

What can i do ?

"Paypal, with whom i have nothing to do" But you do, unless you are paying direct and giving your card details over the phone or on line, paypal has to process the payment.

the whole point of thepresent system is tat ebay does not handle payments, if they did they would be Regulated, which at the moment they arn't which is why there is no Official Body who will deal with complaints.

How many cards are blocked? If more than one why did you have to use more than one? Have you spoken to your card companies?  I would have though Paypal would only block cards if payment was refused.

I understand the choice of Ebay ... but if they deal with a subcontractor ... i shouldn't become the client of this subcontractor !! they are ... and they should treat this subcontractor as if it was an internal department.
And so now, Paypal is simply ignoring me, since i am not a Paypal client !!
(i opened an account and could finaly pass messages ... but no answer yet ... after 8 hours ... )
Of course they keep not answering on the phone.

3 cards are blocked ... i used more than one because one is debit, the other is credit and the 3rd is prepaid ... sometimes some are refused while others are accepted ... !!
Also the information "Your payment didn't go through. Please check the card info and billing address or select a different payment option." is missleading ... this is not the problem ... yet you look for this as a clue to find your solution ... and you hit your head against the wall ... datas are not that complicated. so you check again and again ... . you truly become mad. Until a person at Ebay ran a test on my account and found the reasons.

What you say about Paypal only blocking payments if they are refused is not true. If you have the power ... go look for my situation. My banks accepted the attempts. But there was no money on the attempt(again ... my accounts are funded, no problem on that side with both banks that are involved). And the person at Ebay pinpointed that !! (i don't know what your moderator position implies inside Ebay ... but if you have the power ... go and run a test on the account. A guy did it sunday morning !! 

So Ebay tells me to call Paypal ... and Paypal doesn't answer

i insisted with Ebay ... at least they answer ... but i see, the poor guys can do nothing.

What can i do ?? with whom can i take contact ?

It is already 3 days ... and i buy many things includi food on Ebay.
