I consider that I have been treated very badly by E-Bay and it seems impossible to contact them about any specific matter. In the first instance I was charged for an item which was never delivered. This was before lockdown so if the item was delivered it should have had a signature. But the carrier never supplied a signature. They said it was 'handed to resident' . They believed the carrier rather than me and the seller did not refund the money.
The day before yesterday I ordered a garden chair and paid immediately on Paypal. By the time E-Bay mailed me to say that the seller had hacked into another seller's site and offered the item much cheaper, the payment had gone through. E bay has removed the item from their list but that doesn't help me.
Point one.......eBay only require a signature for goods over £750, your dispute is with the courier
Point 2, the item was purchased from an account where the account holder had been hacked, nobody can control that, in those circumstances you now claim a refund from Paypal

• Where an item is removed by eBay either for a compromised account or an item not permitted for sale on eBay then the case procedure to obtain a refund is different.

• The item being removed means that the payment details are no longer linked to the purchase in eBay as that transaction has been made null & void.

• The procedure is therefore either to phone Customer Services & request they open a case on your behalf or to move the Money Back Guarantee case over to Paypal.

• Log into Paypal & find the transaction, click on it & then when the detail appears you check to see if the payment is pending or unclaimed.....if so cancel the payment.......if however the payment has complete.....once the last estimated delivery date has passed choose the "resolve a problem" link.

• Open a case for item not received
•
• Add in the case notes that the item was removed by eBay.
•
• You can escalate the transaction after 2 days for Paypal to step in to resolve the case
