Should I cancel? Item 'dispatched' 3 weeks ago,3 days ago said he couldn't fulfill order..never sent

Sorry everyone, I'm a novice buyer and though I've been reading through the Ebay pages I'm confused. I ordered an item April 14th, got an email on April 21st to say item was dispatched. The money has been taken off my Paypal. 3 days ago (2 weeks after it was meant to have been dispatched!) I got an email from seller to say due to not being able to guarantee delivery times, he wants me to cancel the order - it was never sent. If I go into that cancellation request it says you should only accept if you haven't paid, which I have and it's not been refunded. Have emailed the seller 3 times, no response. According to the cancellation request, if I don't respond by May 11th the seller can cancel the request. But my page marks the item as already being dispatched (though I do have an email from seller confirming he did not send it). Can anyone help with the procedure? Do I wait or take action? I know it's not long since I've been asked to cancel, but I'm afraid of selecting the wrong thing and therefore won't get refunded. The information I have found so far is not for products marked as shipped that infact never were dispatched. Thank you!

don't cancel - one day after the last estimated delivery date open an item not received case and follow it up carefully -
