I purchased two items and gave seller positive 4+ reviews,afterwaiting for his feedback I contacted numerous times and finally got this reply
How can ebay rate them 99.6% when this is
feedback is VOLUNTARY!
no one HAS to leave feedback
since ebay removed the option for sellers to leave anything but a green positive dot for buyers, a lot of sellers don't see the point in leaving feedback for buyers
feedback left for sellers is still important as it shows whether a seller fulfils orders quickly etc
feedback for buyers is completely pointless, as all it says is you bought and paid for an item, as sellers are not allowed to say anything else

It's frustrating for both buyers and sellers when their trading partners don't leave them feedback. However, we all have to accept that leaving feedback is VOLUNTARY.
EBay only gives sellers the choice of leaving positive feedback, or no feedback. For whatever reason, for over a year now this seller has decided not to leave feedback for anyone. Not even for sellers, which disproves his claim that it's all down to not being able to rate buyers. I think this is just selfish and ungrateful, as leaving feedback is how we say "Thank you" when deserved. But this is their choice and their entitled to exercise it.
The only answer is to check before bidding whether sellers have left feedback for other buyers. If not, you can take your business elsewhere. This is your choice, and you're entitled to make it.

Sellers do not have the option to give a buyer anything else but a green positive feedback.
Buyers can indeed leave a seller positive, neutral or negative feedback.
That seller has recently received a negative feedback from a buyer...hence why their feedback has dropped to 99.6%
Feedback is voluntary, so I cannot see your problem.
however you do have a problem in as much you cannot name and shame other members on the boards as its against eBay policy.
The policy is in place for very good reasons and ads an example -
You cite two different names for your seller and neither are the actual sellers eBay name.
