The seller advised I shouldn’t have chosen that option I was advised to close original return & reopen using correct reason,(obviously I have email showing me this advice) only now can’t reopen as per advise from seller and the seller not responding to my emails

Seller knows that once closed you cannot re-open. In any case what case did he say you should open?

I am afraid he has fooled you so remember that when time comes to leave feedback.

All is not lost however, you can still open a Paypal Not As Described case and escalate after 2 days and by day 20. The problem is that YOU have to pay the return postage, with the ebay case the seller would have had to provide a return label.

While you can still get a full refund I doubt that the seller will refund you the return postage.

This may backfire on the seller as while he has saved on postage, I doubt that when he does have to refund he will qualify for a refund of the ebay selling fee, and paypal fees are not refundable.

You have been duped. When you close one eBay case, you can't open another one.

You can instead file a new dispute under Paypal's 180 day buyer protection policy, see: https://www.paypal.com/uk/smarthelp/article/what-if-i-didn%27t-receive-my-item-or-it%27s-not-as-adve...
