Scammer!!

Hi everyone I have bought an item and paid for it but the seller hasn't sent it or even replied to me. I know I will get my money back but what I want to know is, if Ebay refunds me the £300 for the item. What happens to the £300 that the seller pocketed!? Do they just keep the money or are they somehow forced to repay the money? Thanks
