If no case has been opened they can issue a partial refund from their Paypal account.   Or they can cancel on ebay and the refund for that item is automatic.

If they don't refund open a "Not received" case for that item.   After the estimated delivery date on the listing go to More Actions, far right of item on your My eBay Purchase History page, select "I didn't receive it" and if necessary escalate after 8/9 days to get your money back.

Tell the seller that he can make a partial refund from the transaction in his PayPal account.

If he doesn't do it, just open a Not As Described case on Ebay. (Do NOT open an Item Not Received case!) You have 30 days from the estimated delivery date on the order in which to do so.

Just to be clear you are not talking to anyone from ebay when you post on this board.
It is a public board where other members of ebay share their knowledge with you.
P.S> All capitals when posting is considered shouting and bad manners.

Was the seller sending all three items together, maybe with combined postage? If so, if you receive the other two, but not the refund, you cannot open a case for item not received, it would need to be for not as described, the order was incomplete. The seller would then have to either make the refund, after which you close the case, or if not, the seller would have to supply a prepaid return label for you to send back the two received and get a full refund.

There is nothing to prevent the seller making a partial refund, they just need to go to the Paypal transaction where they will find the link to make the refund.
