Paypal & Ebay not linking when paying!!

My Ebay & Paypal accounts are supposedly linked (on My Account is says 'unlink' so obvs they are linked) but recently I am having to go to Paypal and log in everytime i purchse something, this is very frustrating. I have chatted with Ebay on a few ocassions re this but they say it is Paypal or my browser. I have tried Chrome and Firefox and they are the same. Help!! it is driving me mad!

Your accounts are linked.
Log in to paypal, click help at the top & search one touch.
Activate it & you won't have to sign in to paypal when buying, although i prefer to sign in anyway, more secure.
