I bought a truck thru Offer Up shipped by eBay they asked for shipping Insurance now they want border fee. Saying it will be refunded on delivery. Is that you guys standard operating Procedure

There is no ebay or paypal system of paying for a vehicle to be sent to you.

There is absolutely NO COVER on ebay or paypal for vehicles.

DO NOT send any more money and contact your bank if you paid that way and see if they can help recover any payments.

Ebay ships nothing, they are scammers who if you have paid already are now trying to see how much more money you will GIVE to them.

I am afraid that any money you have already paid is lost, and I doubt there is any hope of getting anything back.

Initially I thought that this was an obvious scam.

It may still be, but having Googled "Offer up" it transpires that OfferUp is a US based mobile marketplace for buying and selling items. It has apparently been involved in the sale of ex. US military vehicles in Hawaii. OfferUp is a small scale competitor with eBay:

What's worrying is your statement that your truck will be shipped by eBay. If so, this claim will be untrue as eBay would offer no such service. Neither would eBay guarantee the purchase or offer any refund.

You need to establish very rapidly whether this is a misunderstanding on your part, or a scam by someone misrepresenting either eBay or OfferUp, or both.
