In addition to the advice that you have already been given on this thread, remember that if you do decide to purchase an item from a German seller - or any other nationality of foreign seller, for that matter - then you will have to pay 20% VAT on top of the advertised price of the item.  This is due to changes in the law post-Brexit and eBay are now legally obliged to collect VAT at the point of sale for all items purchased from sellers registered overseas, and/or in cases where the item is located outside of the British Isles at the time of purchase.

Also remember that a good number of German sellers don't accept PayPal - usually bank transfer.

So check out buyer protection on German eBay.

You don't need a German account, and can't have one unless you live in Germany. You buy using your UK-registered account.

Before you buy, check that the seller ships to the UK.  Not all sellers ship internationally at the best of times, and definitely not during a pandemic when most European countries have closed their borders.
