I can't buy an item from Slovakia

I'm trying to buy a camera from Slovakia (cost £153)

 

I get a message "Your payment didn't go through. Please check your payment details or select a different payment option."

 

I've tried paying via PayPal and my credit card and had the same message each time.

 

My credit is good, I've bought stuff from all over the world (never Slovakia,, but I have bought stuff from next door Czechia)

 

The seller has only made one other sale, 100% satisfaction.

When sellers start selling on eBay for the first time eBay place limits on their selling activities.  Such limits include limits on the amount of listings they can have each month, and the maximum amount of money they can make per calendar month from their listins.  As soon as a seller hits one of the cut-off points he/she cannot list again until the following month.

 

With regards to limits placed on who a new seller can and cannot sell to, new sellers cannot sell to international buyers until they've received ten positive buyer feedbacks from nationally based buyers.  Therefore, given that you said that this seller has only made one other sale, this seller would need to receive positive buyer feedbacks in relation to a further nine separate transactions with buyers who live in his/her own country before eBay would offer the seller the option to sell to international buyers as well.  In the meantime the seller will not be able to sell anything to overseas buyers.

It sounds as if the seller doesn't ship to the UK (or possibly internationally). Have you checked the listing to see of it includes UK postage costs...?  If not, it's something you should really have checked with the seller before buying.  Contact the seller to see if he'll make an exception for you. If so, he should be able to send you a revised invoice. 

 

If he won't ship to you, he's likely to open an Unpaid Item case against you in order to get the selling fee credited back to his Ebay account.  If so, contact Ebay to see if you can get the resulting UI strike removed from your account.
