I bought an sd card reader on ebay , through paypal , my card company has classed the purchase as a cash transaction and levied a fee even though I bought it from a business on ebay , it was only £3 or so but the principle seems important

It sounds as if you bought this from an international seller, as it could be a currency conversion fee. But whatever the reason, you need to contact your card issuer for an explanation - fees levied by your card issuer have nothing to do with Ebay, PayPal, or the seller.

read the post , it was a purchase classified as a cash transaction , the business is in birmingham , you sound like ebay , paypal and my bank who all claim the fee is " nothing to do with them", clearly it may have something to do with the seller if they are not accepting payments from paypal as a business. It's important because technically all the banks could start classifying paypal as a cash ( or money ) purchase

not rude just pointing out his post , like yours was off topic and useless , the community is here to help each other not make inaccurate irrelevant comments because the poster hasn't read the original post properly, clearly by coming here I am trying find out if anyone has had the same experience AFTER I have contacted ebay , paypal, my card company and getting nowhere , they each blame each other , you also missed the major point IF the banks apply their terms strictly ALL paypal payments could be considered the same way and that would finish paypal and ebay, ebay already apply a similar principle if you buy non material purchases on ebay like intellectual property or some software it must be accompanied by a related piece of hardware
