I bought an item that doesnt work. Its not covered on ebays buyer protection and the seller wont answer any of my emails.

You are in Eire and if purchased on your home site there's no eBay protection.

you need to log into your PayPal account and open a PayPal case - follow the procedure carefully.

Neither eBay nor Paypal offer guarantees on items.  However,  if you are still within 30 days after the item's last estimated date for delivery you can receive a full refund by opening a case for item not as described in the Resolution Centre.

Escalate on day 4 if not refunded beforehand.

If the seller wants the item back first,  they have to pay for a fully tracked return postage.

Do not close the case early on any promise or excuse,  and do not forget to escalate.

I received an email from the seller and he promised to send a new PSU as a replacement so I closed the case and I haven't heard back from the seller.
Now Paypal won't allow me to reopen a case because you can only do it ONCE and if you close the case you CANNOT open another case with the same seller.
Now I'm up schitz creek because Ebay doesn't protect me and Paypal has bowed out of the whole affair...
The Seller may or may not answer my last email, but it's been 2 days and he is under no legal obligation. So I'm out 120 Euros.
It's a tough lesson and one that makes it feel like the market is brutal, a blood-sport where a man's word no longer has any worth.
I appreciate the help, though I only read it too late... next time.
