Has Pay After Delivery just disappeared as a payment option for everyone, or just me?

Discovered yesterday that Pay After Delivery was no longer a payment option for me, but there's no explanation as to why. Anyone else?

PAD doesn't appear on all transactions, just some of them. 

It's still showing on some of mine as a payment option for most purchases.

This has nothing to do with Ebay, as Ebay is not involved in the payment process in any way. It is an offer made by PayPal, the payment processor, on some items and to some buyers. Go to PayPal's Help pages for full information.

Problem is, I've already spoken to PayPal, and they say that Pay After Delivery is still active on my PayPal account as my preferred payment method. They say it's eBay.

I believe that this was a Paypal Offer not available to everyone and could be withdrawn at any time.

I don't think it was Pay after Delivery but just delayed payment.
