Sorry, you've been conned.
Never close a case on a promise, seller could have made an offer of part refund through case, you accept, get refund & case closes.
Now case is closed can't be reopened.
You should have carried on with case & got full refund.
You can still open paypal case, but will have to pay return postage yourself.
Case closed , so you cannot open another eBay case ... Promises are just 'promises' and cannot be enforced unless you take the correct action >
For future information ... always open a suitable eBay case within 30 days from delivery which the seller cannot ignore ... follow instructions carefully, escalate to eBay when allowed (usually on 4th. day) and continue to completion for a full refund >>

Your only chance now is to open a 'Not as described' case with PayPal for a refund in full ... escalate within 2 to 20 days >

Simple rule to go by DON'T CLOSE CASES baised upon a promice of your'll get a refund if you close the case.
It's an outright lie & con to get in experianced buyers to close the case & the refund or part refund never shows.
So your only options now are to open up a case in paypal which you have to pay the appropriate postate to send the item back to get a refund & where possible do try to leave an approprialy worded feedback that would be very difficult to get removed.
