Caught between eBay and Paypal?

I accepted a second chance offer but when the item did not reply and the seller did not reply to two messages (even though still selling on eBay) I applied to the Resolution Centre. However it indicated I must appluy to Paypal and now Paypal tells me that there is nothing wrong with the transaction.

I don't understand why the guarantee to buyers does not work - is the only option now to go to my bank or Police?

once an offer is accepted eBay send an invoice which you pay and then you will know delivery details - one day after the last estimated delivery date you open a not received case

I've done that but as described the message from the Resolution centre said I had to got to Paypal who have replied to say the transaction was in order. Probably needs a human to act.

"PayPal reports that a case shouldn't be opened We're sorry, there's an issue with this purchase. Unfortunately, PayPal reports that we can't open a case for this item. You can try to sort out this problem by contacting the seller."
