If this is about PayPal requiring you to authenticate our account, by entering a code into your phone's keypad when they call but the phone doesn't ring, that has absolutely nothing to do with Ebay. It's a PayPal nightmare, and you have my sincere sympathies as I've recently been there myself.
In my case, it turned out to be because PayPal very stupidly (and against strict banking rules) have blocked their system from accessing landline numbers - all users must now provide a mobile number to be called on.
If this is sounding familiar to you, your only option (unless PayPal have come to their senses in the last couple of weeks) is to find a way into your account (you may have to call PayPal if account access continues to be impossible) and add a mobile number as the default. I had to actually go out and buy a mobile specifically for this purpose. The air in my house is still cobalt blue...! Once Christmas is out of the way, I will be sending PayPal the bill, as what they've done is illegal. All users must be accessible by means other than mobile phone - the banking laws are very clear on that point.
